Matt Shapanka is Special Counsel in the San Francisco office of Covington & Burling LLP, where he advises clients across a range of industries on important legislative, regulatory, and enforcement matters before Congress, state legislatures, and government agencies.  Matt rejoined Covington in 2023 after serving as Chief Counsel to Chairwoman Amy Klobuchar on the U.S. Senate Committee on Rules & Administration, where he handled legal, policy, and oversight matters involving federal election and campaign finance law, FEC nominations, and oversight of the legislative branch.  Most significantly, Matt led the Committee's staff work on the Electoral Count Reform Act, a landmark bipartisan law that updates the procedures for certifying and counting votes in presidential elections.  He was also lead counsel for the Rules Committee in the Senate's bipartisan investigation into the security planning and response failures leading up to the January 6, 2021 insurrection at the Capitol.  Before attending law school, Matt worked in the administration of former Massachusetts Governor Deval Patrick.  Matt earned his law degree from Harvard Law School and his undergraduate degree in political science from Tufts University.
