Devin Whitney is a senior manager on PayPal’s Global Government Relation Policy team. In this role he is responsible for managing employee, ESG, and social impact public policy matters, as well as many of the partnerships, programs, and initiatives associated with those policy topics. Previously, he helped to manage External Affairs for PayPal, leading the company’s efforts to cultivate relationships with external stakeholders and third parties with a focus on partnerships that align with PayPal’s mission and values. Devin also served as PayPal’s head of State Government Relations following its separation from eBay.

Prior to his current role with PayPal, Devin worked on External Affairs at UnitedHealth Group focusing on legislative affairs, public affairs, and strategic partnerships. He also worked at a variety of DC and California-based tech and life sciences trade associations. Devin has over 15 years of experience working in government relations and external affairs.
